The Franciscan presence in the Middle East started in 1217 when Brother Elias of Assisi with a small group of friars were sent by Saint Francis to the Ultramarine region to found convents, especially in the land sanctified by the presence of Jesus and Mary. Brother Elias was appointed "Minister Provinciae Ultramarinae", a territory that at the time extended from Egypt to Greece and was almost entirely dominated by Islam.

«The rule and life of the lesser brothers is this: To observe the holy gospel of our Lord Jesus Christ, living in obedience without anything of our own, and in chastity. Brother Francis promises obedience and reverence to the Lord Pope […] and his canonically elected successors, and to the Roman Church; and the rest of the brothers are obliged to obey Francis and his successors» (Rb, cap. I).
